The Ethiopian Federal Government set up College of Engineering in 1997 because military professionals in defense technology were needed for the country to modernize the national defense force, and there were no other higher institutions which could graduate students in the area.
Neither was it possible to find skilled manpower in defense technology in the market. To fulfill the need for such professionals the government established the college and began to inculcate students who could plan, design, manufacture, operate and maintain the weapons and equip the defense force used and would use in the future.
The college started by recruiting the beginners from the military. Both commissioned and non-commissioned officers who could fulfill the admission requirements as per the norms the Ministry of Education were considered for admission. In addition, the college accepted applicants from the society, who had the interest and willingness to serve in the military.
Within a few years after the establishment, the college, being a leading defense technological training institute in East Africa, also began to accept students from other African countries such as Rwanda, Djibouti, Somaliland, South Sudan, Burundi and Uganda.
The college is still accepting students from some of these countries. At the beginning the college started with mechanical and electrical engineering departments, focusing on defense engineering fields of study such as armament technology, auto-tank technology and aviation technology with various specializations including instrumentation, electronic warfare, and armament maintenance.
Through time the college expanded the departments, and started computer science and engineering, civil and combat engineering, and chemical engineering departments.
It further broadened the scope of training and began to give in-service courses, the duration of which ranges from one day to six months, and conducted evening classes in its continuing education division.
The courses for the short-term programs were designed in such a way that they would solve problems and increase productivity in the defense
industries.
Until the mid-2000s, the college used to train students in a 2-year (diploma), 3-year (Advanced Diploma), and 5-years (Under Graduate) programs. But gradually it focused training the military only at B. Tech. and M. Tech. levels leaving the diploma programs to other military technical colleges like Major Mulugeta Bulle Technical College and the Ethiopian Air Force. In its M. Tech. program, it graduates mainly the military staff in various electrical, mechanical and computer science fields focusing on defense related specializations such as network and information security, communication and radar system, cyber security, weapon systems, and aerospace engineering.
The graduates at all levels, taking responsibilities as operators, designers, planners, and assuming managerial positions, have been found to be competent in meeting the needs of MoD for skilled manpower.

Admission Criteria
General Provision on Admission
The admission to DU, College of Health Sciences is based on title 9 of the DU senate legislation. As per this title of the legislation below are the basic components of the admission criteria:
- The College shall admit candidates from different defence army units, as well as from the general public either through direct recruitment and/or based on certain commitments and procedures.
- Admission to any of the programs that the college runs are based on the criteria set by MoSHE and MoND’s requirement .
- The maximum and realistic admission capacity for each academic year is decided by university senate every year.
- Admission to any of the programs that the Colleges should consider:
- Obtaining the necessary pass marks in the Ethiopian University Entrance Examination for Regular Degree Program that is set by the MoSHE for the particular year I which the candidate has taken the exam.
- Entrance examination results for advanced standing and post graduate; however, for others this may be applied when the need arises.
- Year of service in MoND; whenever necessary and applicable,
- Other work experience,
- Age,
- Letter of recommendation
- Candidates shall appear for admission request/ registration, with their updated military or civilian ID card, two passport size photographs and official certificate and transcript of Grade 9, 10, 11 and 12; or equivalent certificates according to the criterion set by MoSHE.
Admission with Transfer of Students
Transfer of students from other higher learning institutions to the regular undergraduate programs of defence colleges is done as per the following guideline:
- Students may apply for transfer from other higher learning institutions to the office of the Registrar of DU as per the academic calendar.
- Applications for transfer shall be considered exceptionally and on the basis of availability of space and facilities and provided that the student has obtained grade levels that would normally be required of students for enrollment into the department concerned.
- A student applying for admission on transfer basis to the college shall be one who has been enrolled by the MoSHE assignment in one of the government higher institutions in Ethiopia.
- A student dismissed from his previous institution shall not be eligible for transfer.
- A student eligible for transfer may be granted admission if
82.1..1. He is placed in an institution situated in a place or environment that poses unfavorable health conditions while he is already suffering from a serious medical problem or in order to get better access to medical facilities or family care, or

- Applications are only accepted and processed if the applicant submits an academic record, medical board certificate in case of health problem, clearance from previous institution when applicable and other supporting documents.
- Any transfer application after registration will not be processed.
- Students with academic records in other institutions applying for transfer should have a minimum CGPA of 2.00 and no “F”, “NG” or “I” grade(s) in their records or official transcripts.
- Students applying for transfer to the defence college of health science in medicine should have a passing grade/mark on their official records.
- A student who has been dismissed from defence colleges cannot be readmitted to the defence university colleges by any form of transfer.
- Students enrolled in other institutions and applying for transfer to defence university colleges must have an active file and should present a letter of confirmation from the office of the registrar of the University/ College where they intend to leave.
- Defence university may not accept any transfer application from private higher learning institutions
Admission Requirements
I. Admission of candidates from army units/members
Academic requirements
- Must secure the required grade point average of Uiversity Etrace Exam results set by the MOSHE for regular degree program;
- Must pass the College’s entrance examination, when required
- Must fulfill other criteria that arise from prevailing situations encountered from time to time.
- Must have a supportive letter from MoND or other relevant/entitled defence units which indicate his/her performance report Score 70% and above for job performance appraisal performed in the year/ half year of application.
- Must have a possibility of serving a minimum of 2 years for each year of training after graduation and before retirement;
- Rank: From Private soldier to Junior Sergeant.
- Age: not more than 30 years.
- Free from all sort of addiction or ready to avoid if he/she has any.
Attitude, behavior and other requirements:
- Abide by rules and regulations of the MoND and Meet the level of army personality and Ethical standards.
- Willingness and ability to serve as an army member and sign service agreement with MoND;

II. Admission of candidates from the general public willing to serve as members of Army
Academic requirements
- Must secure the required grade point average of EHEEE, results set by the Ministry of Science and Higher Education for regular degree program;
- Must pass the College’s entrance examination; if necessary.
- Must have not been academic or disciplinary dismissal from any higher institution .
- Must fulfill other criteria that arise from prevailing situations encountered from time to time.
- Must have a possibility of serving a minimum of 2 years for each year of training after graduation excluding the years of training.
Other requirements
- Have a minimum height of 1.60 and 1.55 meter for male and female respectively.
- Have a minimum Weight of 50 and 45kg for male and female respectively

III. Admission of self-sponsoring students

IV. Admission of Students on Scholarship Basis
Academic requirements
- Must secure the required grade point average of Uiversity Etrace Exam results set by the MoSHE for regular degree program/;
- Must pass the College’s entrance examination if necessary;
- Must not been disciplinary or academic dismissal from any higher institution.
- Must fulfill other criteria that arise from prevailing situations encountered from time to time.
Other requirements
- The expenses of scholarship beneficiary may be covered fully or partially on their own based on the colleges decision.
- Must have a supportive letter from his/her organization.
- Must produce a certificate of security clearance from nearby administration and/or police station
- Separate admission guidelines document shall be provided that further clarifies the above criteria.
- Regular students sponsored by governmental institutions to fill specific vacancies shall be placed in the program that offers the desired study provided that they meet the minimum entrance requirement for the program and they provide letters from their respective organization. However, such admission depends on the availability of place in the particular program.
V. Admission of Foreign students
- Foreign students’ admission is administered based on agreement reached between the MoD of Ethiopia and the home country. The complete guideline shall be provided on items such as criteria for admission, fees and other issues of relevance, on a separate document named as “Admission Guidelines for Foreign Students”.
VI. Admission of Advanced Standing/post basic students to an undergraduate program (only for army members and civilians serving MoND) - Admission to all undergraduate degree programs with advanced standing level i.e., one who has completed a two year diploma program after grade 12 and/or has a diploma in the same or related field he is applying to, from an accredited institution of higher learning with a CGPA of 2.00 and above.
- Technical and vocational education and training graduates with pertinent qualifications and who satisfy entrance qualifications assessment set by the Ministry of Science and Higher Education and passed the national COC exam.
- Must pass the College’s entrance examination;
- For those graduates with military professions and can’t able to sit for national COC exam will treat separately.
- Meets the special requirements of the department he/she is applying to.
- This shall be handled as per the regulation and directive issued by MoSHE and National TVET Agency;
Re-admission after Dismissal - A student should have a minimum of one semester attendance and a copy of formal withdrawal before termination so as he/she can be eligible for re-admission.
- A student may be allowed re-admission after dismissal provided all of the following are fulfilled:
- The dismissal was not due to repeated acts of violation;
- The application for re-admission is submitted at least after one semester following the student’s withdrawal from the college;
- Space is available in the program and there exists likelihood that he will raise his grade point to the required level within one semester after re-admission;
- The maximum duration of stay in the program has not expired or is not likely to expire before the completion of the remaining courses of study; for engineering students, the degree program consists of ten semesters of which one is an internship; hence, the duration is five years.
- Conditions for readmission should be based on the following table that indicates the different class levels.

- However, if a dismissed student who is re-admitted and allowed to repeat a course or courses in a given semester does not attain a minimum semester GPA 2.00 and above, he shall be dismissed for good.
- The duration of re-admission request should not be longer than 4 semesters after termination of study. In the case of those applicants who were unable to meet such deadline due to reasons beyond their control; like being away on mission, a letter from the appropriate body must be produced at the time of application so as the application shall be entertained.
- A student who served academic dismissal with re-admission can apply for re-admission as far as he/she fulfills those criteria set in the sub-articles 85.1 to 85.3 above.
Re-admission of Students in Good Academic Standing - A student who, for reasons beyond his control, discontinues his studies after having stayed for a minimum of one semester in a program may apply for re-admission into the same program for any number of times provided that the maximum duration of stay of first enrolment, has not expired or will not have expired before completion of the program following re-admission.
- Re-admission of students in good standing is subject to availability of facilities and necessary budgetary allocations.
- In those cases where there had been curricular changes in a program, the department may require the readmitted student to take new courses that have replaced those he had taken.
- Upon re-admission of a student in good standing, the department shall supply him with a list of courses from which he will be exempted and of new courses substituting phased-on courses which he will have to take.
- A student who, for medical reasons, withdraws from the college without completing the minimum of a semester’s stay may be considered for re-admission.
